¶1. (U) PolOff’s recent conversations with prominent locals
yielded noteworthy comments about developments in Guyana’s
narco-trade.

¶2. (C) PolOff spoke June 7 with Stanley Ming (protect),
vice-chairman of the opposition PNC/R party and prominent
Guyanese businessman. He is a large importer by Guyanese
standards — a licensed distributor of John Deere, Mitsubishi
and Yamaha products. Ming has been a forthcoming
interlocutor with post for several years. But he is a
reluctant politician, preferring to discuss auto racing or
his vision for Guyana as a South American transportation hub.

¶3. (C) Ming expressed grave concern that narco-criminals are
using forest concessions as cover for cocaine processing
labs
. He argues that the labs are being set up in reaction
to pressure exerted on Colombian operations. (Note: See
reftel and 2006 INCSR for more detail on narco-trafficking
infiltration of Guyana’s forestry sector.) Ming said he is
certain that large quantities of acetone (a solvent used in
cocaine production) have been imported into Guyana in the
past two years
. He added that the remote forest concession
for which leading narco-criminal Shaheed “Roger” Khan tried
to obtain a permit in 2005 is not commercially attractive
given its timber content, but does provide a very dense
canopy — ideal for concealing illicit activities.

¶4. (C) PolOff spoke June 4 with Glenn Lall (protect),
publisher of the Kaieteur News. Lall has a sketchy past –
he translated a shoe trading business (and rumored
involvement with alien smuggling) into a muckraking
independent newspaper
. He has a finger firmly on the pulse
of Guyana’s underworld, which serves his media enterprise
well.

¶5. (C) Lall said that Prakash “Buddy” Shivraj has run into
financial difficulties, which threaten to halt progress on
his hotel project — “Buddy’s International Four Star Hotel”.
Shivraj is a Guyanese businessman widely acknowledged to be
involved with local narco-traffickers, at a minimum
laundering their money. His main business venture appears to
be a five-story bar/nightclub/restaurant/gym (the predictably
named “Buddy’s”) in Georgetown.

¶6. (C) Lall said that Shivraj has tried unsuccessfully to tap
local narco-criminals to obtain additional funds to complete
the hotel’s construction. The five-story concrete frame went
up quickly in early 2006, but it still needs major interior
and exterior work. Shivraj obtained neither bank financing
nor the required permits for the hotel’s construction. The
230-room project is situated next to the new stadium that
will host Cricket World Cup (CWC) matches in Spring 2007.
Failure to complete the hotel by then would surely render it
financially unviable. This would also severely embarrass the
GoG, which — because of Guyana’s dire lack of adequate hotel
space for CWC — looked the other way in allowing Shivraj to
embark on the project.

LIVEINGUYANA NOTE: It is public knowledge that Glen Lall is a criminal with connections to the Phantom Gang and other criminal groups. Lall, quite astonishingly moved from selling Bora in the Stabroek Market to becoming the owner of the KN and several other multi-million dollar business establishments within a manner of years. He also uses his newspaper as well as his house negro Adam Harris to wage war on those not in his favour. This Wikileaks cable has however, added another dimension to Lall's list of nefarious activities and it did not surprise anyone at Liveinguyana. We always knew that Lall secretly provided US officials with information on many of his drug colleagues. For many years he met routinely with counter-narcotics individuals at various locations including the Celinas Atlantic resort. Lall uses his relationship with US authorities to settle scores with his adversaries. His 'snitching' apparently began after the revocation of his U.S visa which was later restored based on the information he provided to the authorities over the years.

Woman unconscious after being struck down by APNU's James Bond

- family rejects $ 200,000 compensation

Attorney- at- law James Bond, the defeated People’s National Congress Reform ( PNC) presidential candidate hopeful, allegedly struck down a trainee nurse attached to the Georgetown School of Nursing while his CBR motorcycle was overtaking another vehicle on Main Street, Georgetown in the wee hours of Sunday morning.

Sonia Stanley, 22, formerly of Moruca village in Region One, who now resides with her husband at Industry, East Coast Demerara, is presently in an unconscious state in the Intensive Care Unit of the St. Joseph Mercy Hospital, nursing a suspected broken pelvic bone and head injuries, and bleeding internally from injuries sustained in that encounter.

Media reports indicate that the incident occurred at about 01: 30h in the vicinity of Mojo’s Night Club whilst the young woman and her husband were walking on Main Street.

It is alleged that Bond’s CBR motorcycle suddenly emerged from behind a car at a fast rate and rocketed into the nurse.

The young woman was immediately taken to the Georgetown Public Hospital, and later to the St Joseph Mercy Hospital, where she is currently a patient.

Bond turned up with a police officer at the St Joseph Mercy Hospital at about 03: 00h and offered Stanley’s family $ 200,000 as compensation, but the family declined the offer.

The lawyer reportedly left the hospital in an angry mood.

At about 05: 00h on Sunday morning, the police turned up at the hospital to take a statement from the injured Stanley, and was told by her relatives that she was still unconscious.

The police, however, told the family that Bond’s statement indicated that Stanley was walking in the middle of the road, and although he was riding slowly, he could not avoid hitting her.

Attempts to make contact with Bond proved futile.

Zola Stanley, sister of the injured woman, explained that her sister and other relatives were at the Amerindian Heritage Village in Sophia, after which they went o Mojo’s Night Club, where some Amerindian artistes were slated to perform. After a while, her sister and husband left the club; and as they were walking on Main Street, the lawyer’s CBR suddenly overtook a vehicle with speed and “ pelted” her sister off her feet.

Zola confirmed that the lawyer had offered the family $ 200,000 as compensation.

Zola highlighted that her sister had left Moruca a number of years ago and was living on the East Coast of Demerara, from where she recently started her nursing career. Zola disclosed that the family is hoping for the best, and will continue to pray for her sister’s speedy recovery.

U. S Embassy cable says…

A U. S. Embassy cable has quoted businessman Peter Ramsaroop as saying that the killing of five Kaieteur News press men might have been the work of convicted drug trafficker Shaheed “ Roger” Khan.

Following the killing of the press men on August 8, 2006, the then Deputy Chief of Mission of the U. S. Embassy, Michael Thomas, told Washington that uncertainty remained over the gunmen’s motive.

However, on August 10, 2006, Thomas said he spoke by phone with Ramsaroop, described as an aspiring politician, who gave him details of a long conversation he had on August 3, 2006 with Lall.

Kaieteur News Publisher Glenn Lall, in another cable, was described as someone with a sketchy past who has his finger firmly on the pulse of Guyana’s criminal underworld. “ He has translated a shoe trading business and rumoured involvement with alien smuggling into a ‘ muck raking’ newspaper,” the cable said.

According to Ramsaroop, Lall confided that convicted drug trafficker Roger Khan was blackmailing those whom he helped protect during the 2002- 2004 crime spree.

“ Khan may need funds to pay his legal bills or to finance his vulnerable drug trafficking operation,” the U. S. Embassy cable said.

Ramsaroop told Thomas that Lall refused those demands, and as a result was fearful of becoming a target. In this scenario, gunmen controlled by Khan’s organisation killed the KN employees to send a clear message to others who do not want to pay up, Ramsaroop said, according to the cable.

However, Lall saw a political hand in the killings.

According to another cable, a U. S. Embassy official met Lall on August 13 to discuss the killings, at which time Lall said he believed the attack was politically motivated.

According to the cable, Lall felt that the gang targeted his newspaper because “ it is such a public and high- profile institution”, although he also intimated that the attackers may have expected to find weapons at the printery.

One wonders why this was so? The cable said Lall also insisted that he knows some of the gang members, who were as young as 12, and he alluded to the fact that the paper had been targeted in the past. “ Lall described a grenade attack a few years ago, when his printery was set on fire, as apparently the work of a drug kingpin who objected to the Kaieteur News’ coverage of his kidnapping.” “ Lall himself has an interesting past, with possible connection to alien smuggling ( backtracking)”. President Bharrat Jagdeo has only recently accused the newspaper publisher of being involved in back tracking, a claim he has refused to address when he was contacted by this newspaper. Additionally, the cable said that Lall acknowledged rumours that he had hired ex- members of Roger Khan’s so- called Phantom Squad to provide security for his office and his wife’s shoe business.

It was Charge d’ Affaires Thomas who released the Winston Felix/Basil Williams tape recording

Gail Teixeira: HAVING seen the purported Wikileaks release of cables emanating from the US Embassy here in Guyana in the period of December 2005 and July 2006, when l was Minister of Home Affairs, l wish to say that two thirds of what is reported by the then Charge d’ Affaires Michael Thomas appear to be his opinions and certainly do not reflect the content of conversations between him and me. Factually and historically, the cables are inaccurate and replete with his own personal views and deductions.
I could not have had any discussion on Henry Greene’s suitability as a Commissioner of Police on December 23, 2005, or any other time ,as this was not on my agenda. My focus was the violent criminal wave that was wreaking havoc on Guyanese society and killing innocent people. I was concerned about who were the political masters trying to destabilize the country in the period leading up to and including the 2006 general and regional elections.
I have no doubt that that Americans, like the British and Canadian diplomats, were more concerned with Roger Khan and certainly this was the focus of many of their representation.
However, it was the Charge who released the CD to me with the taped conversation between the PNC MP Basil Williams and Commissioner of Police Felix, in March 2006, advising me that they had been given it by Roger Khan. This followed after the theft of weapons from the GDF compound.
The Government officially asked the US Embassy in March, 2006, to assist in checking whether the tape had been tampered with, to which they responded two months later that they could not ascertain whether the tape had been tampered or not. This was also done officially through written correspondence.
There was no discussion concerning members of the private sector and the President, nor is it comprehensible how the author, Thomas, could have deduced that this ipso facto meant a link between the President and Roger Khan.
Furthermore, l am known for not disclosing internal party or government matters with outsiders.
I am very clear in my mind about the conversations l held with Charge d’ Affaires Michael Thomas. My own personal records verify my recall.

Kaieteur News libelled me without a shred of proof, says President Jagdeo

PRESIDENT Bharrat Jagdeo yesterday lashed out at those who accused the Government of Guyana of racism, saying that the Administration went above and beyond to ensure that there is no racial discrimination and called its record on the issue a clear one. Further, at a press conference, he said that the Kaieteur News and its editor accused him and the government without any substantiation
The president brought legal action against the publishers and editor of Kaieteur News for articles which labelled the government and the president as racist. Government spokesman Dr. Roger Luncheon has been making court appearances providing what he described as “recall” for the purposes of the hearing.

“There are numerous occasions when the Kaieteur News libelled me and members of the government. They have accused us without a shred of proof,” President Jagdeo said.

He added that in most cases he did not choose the medium of a lawsuit as is the case now.

The president said that while the government finds many of the allegations too spurious to be taken seriously, he is afraid that should a response not be forthcoming, people may interpret this as an indication of guilt.

“I am fearful that if we don’t respond, people will say it must be the truth,” he said. “When they accused me of being racist, I said this one needed to be addressed through the court,” he said.

The president said that rarely would a government allow all of its policies to be scrutinised in the court, especially if it has things to fear, if it has been making decisions based on ethnicity.
“I have no such fear, that is why we can subject ourselves to this,” said the president.

“We have even gone further. [Gay] Mc Dougal came here at our invitation. The UN rapporteur on racism was invited by the government to examine our situation. They couldn’t come here without the Government of Guyana agreeing to this, but we thought it was important,” he said.

“We created the Ethnic Relations Commission (ERC) and subjected the executive to a situation where they could be sanctioned by a constitutional body. Had we not signed that into law, it would not have been in place,” the president said.

He said that the Government has a good track record of employment practices and transparency of tender process.

The president observed that the Kaieteur News, being the defendant in the case, continues to be biased in its reporting. “I hope that when Dr. Luncheon rebuts their allegations he will be given the same prominence in their newspaper as the allegations against the government had been given.

“I can tear apart every issue that they raise so far; but I don’t want to be accused of prejudicing the outcome,” he said.

Hitting back at the accusation that the government was not favouring blacks in the leadership of State agencies, the president said he could list at least 40 persons of African descent in such positions, among them the Governor of the Central Bank, Lawrence Williams and head of the Procurement Board Donald De Clou.
The president also cited an example where the lead Government Pathologist is the only pathologist in the country, and hence he is the only person that could be at the top of that profession in Guyana.

The President made the point that these persons did not get into these positions of leadership because of their ethnicity, but because of merit.
“This was not an ethnic consideration,” he said.

$69M NIS reconstruction covered host of other services provided by contractor which Kaieteur News didn't report

NIS Corriverton Office

Chairman of N.I.S Board of Directors, Dr Roger Luncheon: Ordinarily, I would have expected Kaieteur News, in support of its headlines on Monday, August 29, captioned “$69M National Insurance Scheme building”, to provide the basis for their comparison with the $9M cost of three other buildings they mentioned. For the record, the National Insurance Scheme awarded a tender through a public tendering process for the construction of the Corriverton Local Office building.
National Insurance Scheme is prepared to provide and have Kaieteur News publish the bid documents, bills of quantities for the Corriverton Local Office tender, and expects the same for the three buildings Kaieteur News mentioned.
For the record, the reconstruction (of the Corriverton building) included office space for twenty members of staff, offering the identical range of service that is currently provided at Headquarters, comprehensive site development, clean power, back-up power, grid connection and facilities for security, public convenience and seating.

Guyana records 5.9% first half economic growth

Guyana’s economy grew by 5.9 percent in the first half of the year, building on the achievement of five consecutive years of positive growth since 2006 and giving a positive prognosis for end of year results.
The achievement of this level of growth in the first half was described by Minister of Finance Dr. Ashni Singh as most commendable, and was reported in the 2011 Mid-Year Report 2011 tabled by the Minister in the National Assembly yesterday.
The report said that underlying this overall expansion in real gross domestic product in the first half of 2011 was growth in the non-sugar sectors of five percent, while the sugar sector contributed to the overall acceleration of growth.
The report said that, as a result of this positive performance and given the updated outlook for the various productive sectors, the economy is projected to grow by 5.1 percent in 2011. The report said that the non-sugar sector is projected to grow at 3.4 percent, revised upward from the original projection of 4.6 percent and 2.8 percent at the time of the budget of 2011. Export earnings expanded by 34.6 percent to US$533.1 million.
The report said export earnings from sugar increased by 32.4 percent to US$50.1 million, reflecting a 30.4 percent increase in quantity shipped to 99,738 tonnes.
The Mid-Year Report said that in the first half of 2011, the sugar industry showed tentative signs that the path to recovery has commenced.
“The sector returned a 2011 first crop of 106,871 tonnes, reflecting a 30.5 percent increase over the first crop of 2010 and the best first crop performance since 2004,” the report said.
“The industry continues to emphasize that if workers maximize the opportunity days available for harvesting for the second crop, the [target] of 298,879 tonnes is achievable,” the report said, adding that the recent conclusion of an agreement between the unions and the sugar corporation on wages and salaries for 2011 is likely to be helpful in achieving the target.
It said that rice continued its trend of successful first crops, with the industry coming off a remarkable production performance in 2010. The 2011 first crop was 207,514 tonnes, 23 percent higher than at the corresponding period in 2010, and the highest first crop in the industry’s history, the report said.
The report said that rice export earnings expanded by 35.1 percent to US$92.6 million, mainly attributed to a 26.4 percent increase in average export price to US$551.4 per tone, coupled with a 6.8 percent increase in export volume to 167,945 tonnes.
It said that the performance of the sector is attributable mainly to improvements in drainage and irrigation as a result of government’s investments, the development of new and more tolerant rice strains, higher yields and higher acreage of paddy planted.

¶1. (S) Ambassador met with Major General (ret.) Norman McLean
on February 8 at McLean's request. At the meeting, McLean
handed Ambassador a sheet of paper listing information he had
received from a policeman who has access to the Buxton area.
This paper described a discussion regarding an operation to
kill high profile people in retaliation for the murder of
Ronald Waddell (reftel). Ambassador's name was one of
thirteen names listed. This paper described a discussion
that reportedly occurred February 4 after Waddell's funeral
procession. According to press reports and McLean's
information, when the funeral procession reached Buxton, some
members of the crowd removed Waddell's body from the casket,
told police, the media, and other members of the procession
to wait while they paraded through an area known as "the
Gulf", where persons in black masks carrying AK-47s fired
shots into the air as a final salute to the man who had
praised the vigilante "Buxton resistance".

¶2. (S) It is difficult to evaluate the credibility of this
threat. However, McLean is a serious and experienced
security professional. McLean said his source offered to
obtain further information, but McLean advised him not to.
McLean said he brought the matter to Ambassador's attention
because he believes the source is credible and he believes
that retaliation for the Waddell murder is inevitable.

¶3. (S) Post is taking the following actions to improve
Ambassador's security.
-- A/RSO detailed to Ambassador's existing Police Protective
Detail when Ambassador traveling out of home or office.
-- RSO will re-brief Ambassador's Protective Detail and
Drivers on principles of protection.
-- Ambassador and Ambassador's driver will increase variation
in routes and times of Ambassador's travel.
-- One SD team (two members) will be dedicated to the
Ambassador.
-- RSO will ask Commissioner of Police to detail an armed
Police Officer of the Special Response Team to the EMR.
-- Motor pool will vary armored vehicle used to transport
Ambassador rather than using one vehicle constantly.

¶4. (S) Text of note follows. Begin quote:

INFORMATION RECEIVED

After the funeral of Waddell on Saturday, it seems that
elements associated with the group had a discussion on some
form of retaliation. The two-for-one ratio was expanded on
this occasion for more high profile targets. The following
were identified as possible targets but Odinga Lumumba is
felt to be top of the list.

Odinga Lumumba - High Profile target seen as an organizer
Sita Ramlal - too powerful and dismissing black people
Norman McLean - Association with the above and wanted
badly for crossing over to PPP
Chief Justice Carl Singh - High Profile target
Donald Ramotar - As above
Roger Luncheon - As above and a sell out of black people
Steve Surujbali - High Profile target

Juror in Mark Benschop Case - for obvious reasons

Roger Khan) - Association or control
Ricardo) of Phantom groups

Brian Tiwari - High Profile Indian
Khursid Sattaur - Government Official and High profile
Indian

Roland Bullen - US Ambassador lending support to
Government

It is understood that reconnaissance has started in several
areas e.g., Bel Air where there is a Phantom House and where
SR lives. Hits could start on the anniversary of the
jailbreak around Mash time. The scenarios could be Hits
direct and by staged vehicle accidents.
Purpose to cause chaos and confusion, disrupt the likelihood
of investment and frustrate the upcoming Elections and
improve chances of a Constitutional crisis. It is understood
further that an operative named Rawlins aka &Fine Man,8
Oliver Hinckson, Godwin McPherson and others, are
orchestrating these actions.

End Quote.
